Accessibility requirements not met: 1.3.1 Information and relationships - Perceivable: Focus is not automatically moved to the cookie settings window.
Non-accessible content and deficiencies: When opening the cookie settings window from the footer link “Edit cookie settings,” the focus is not automatically moved into the window, making it difficult to use with standard assistive technologies.
Accessibility requirements not met: 1.3.2 Meaningful order - Perceivable: The contrast of the toggle graphics in the cookie window is insufficient.
Non-accessible content and deficiencies: The contrast of the “Analytical cookies” and “Other cookies” toggles relative to the adjacent color is insufficient.
Accessibility requirements not met: 1.4.11 Non-text contrast - Operable: The purpose of the “Read more” links in the cookie window is not programmatically conveyed.
Non-accessible content and deficiencies: The “Read more” links in the cookie acceptance window and the window opened via the footer’s “Edit cookie settings” do not provide programmatic context that conveys the purpose of the link for assistive technologies.
Accessibility requirements not met: 2.4.4 Link purpose (in context) - Operable: Keyboard focus indicator is missing in the cookie window.
Non-accessible content and deficiencies: The heading “Information on cookies used on the site” can be focused with a keyboard, but the focus indicator is not visible.
Accessibility requirements not met: 2.4.7 Visible focus - Robust: The role of the close button in the cookie settings window is incorrectly defined.
Non-accessible content and deficiencies: The element intended to close the footer’s “Edit cookie settings” window is programmatically defined as a link, but it should be a button.

Search alert
- Perceivable: The contrast of instructional text in the search alert form is insufficient.
Non-accessible content and deficiencies: The contrast between the placeholder text in the form fields and the background is insufficient.
Accessibility requirements not met: 1.4.3 Contrast (minimum) - Understandable: Accessibility of instructions and error messages for mandatory fields.
Mandatory fields in the search alert form are indicated with an asterisk (*), but the meaning of the symbol is not explained to users. If the form is submitted without required information, an error message appears, but the information is not programmatically available to assistive technology without moving focus to the message. These issues will be corrected during 2025.
Accessibility requirements not met: 3.3.2 Labels or instructions
Job postings and filtering
- Perceivable: Alternative text for date and time images is missing or only in English.
Non-accessible content and deficiencies: In the list of open job positions, images associated with date and time have no descriptive alternative text in the page source. Additionally, the “Application period ends” calendar images are labeled only in English (“Calendar day,” “Clock”). These issues will be corrected during 2025.
Accessibility requirements not met: 1.1.1 Non-text content - Perceivable: Contrast of instructional text in the job search field is insufficient.
Non-accessible content and deficiencies: The contrast between the job search field placeholder text (e.g., “Enter a keyword, such as job title, municipality or recruitment ID”) and the background is insufficient. This will be corrected in 2026.
Accessibility requirements not met: 1.4.3 Contrast (minimum) - Perceivable: Checkboxes, headings, and language settings in the job search view are not programmatically associated.
Non-accessible content and deficiencies: Some filtering options are implemented as checkbox groups, but the groups and headings are not programmatically identified, so headings are not associated with their corresponding checkboxes. Also, the main search heading “Search by keyword” is coded the same as subheadings, and two checkboxes under “Language” have text in a different language than the page without appropriate programmatic language specification. These issues will be corrected in 2025.
Accessibility requirements not met: 1.3.1 Information and relationships - Perceivable: The job title heading in job postings is incorrectly defined.
Non-accessible content and deficiencies: The job title is not coded as a main heading but is at the same level as other headings in the view. This will be corrected in 2025.
Accessibility requirements not met: 1.3.1 Information and relationships - Understandable: Language of job posting sections is not programmatically defined.
Non-accessible content and deficiencies: On job posting pages, the UI language and the posting language may differ if the user uses the browser in a different language. The natural language of sections in different languages cannot be determined programmatically.

Feedback form
- Perceivable: The structure and relationships of radio buttons are not programmatically determinable.
Non-accessible content and deficiencies: On the feedback form, radio buttons and the question “Do you want a response?” are not grouped programmatically in the page source.
Accessibility requirements not met: 1.3.1 Information and relationships - Perceivable: Purpose of input fields for collecting user information is not programmatically determinable.
Non-accessible content and deficiencies: The “Your email address” field cannot be programmatically identified due to missing autocomplete attribute.

Non-accessible content and deficiencies: Multiple elements in the main navigation share the same ID (id=”button-favorites”) in the page source. This will be corrected in 2025.
Accessibility requirements not met: 4.1.1 Parsing - Perceivable: Insufficient contrast between graphical elements.
Non-accessible content and deficiencies: Keyboard focus indicator does not meet contrast requirements in the footer interactive elements and on several pages with light grey elements (e.g., blue boxes on the homepage: “Applying to the state,” “Explore employers,” “Career in the state,” “For students”).
Accessibility requirements not met: 1.4.11 Non-text contrast - Perceivable: Low contrast in keyboard focus indicator for “Favorites” panel.
Non-accessible content and deficiencies: On the upper header’s “Favorites” panel, the focus indicator contrast does not meet requirements for the “Submit” button. This will be corrected in early 2026.
Accessibility requirements not met: 1.4.11 Non-text contrast - Perceivable: Text and background contrast is insufficient.
Non-accessible content and deficiencies: Breadcrumb text contrast is insufficient on several pages. This will be corrected in 2026.

The Valtiolle.fi service was launched on 2 January 2024, and its content is continuously updated and expanded. An accessibility assessment has been conducted on our digital services. In addition, we train our staff to provide services accessibly and monitor the service’s accessibility.
