    State education units are institutions owned or directed by the state that provide training specifically for public administration roles for which no other education is available.

    The mission of these units is to ensure that there is competent staff in the specialized fields of state administration. They offer basic, advanced, and continuing education, and also participate in research and development activities.

    Often, completing such training can lead directly to employment in the agency providing the education.

    State education units

    Location: Tampere
    Mission: To train personnel for the police administration and to develop police work through research.
    Degrees:

    • Bachelor’s Degree in Police Studies – Police (Bachelor of Police Services)
    • Master’s Degree in Police Studies – Police (Master of Police Services)
    • Additionally, continuing education for police administration personnel and security sector professionals.

    Location: Helsinki
    Mission: To train officers for the Defence Forces and provide scientific research in military sciences.
    Degrees:

    • Bachelor of Military Sciences
    • Master of Military Sciences (Officer Degree)
    • Doctor of Military Sciences
    • General Staff Officer (Advanced Officer Degree)

    Location: Imatra (main campus) and Turku (coast guard training)
    Mission: To train personnel for the Finnish Border Guard.
    Degrees:

    Location: Kuopio
    Mission: To train professionals in rescue services and emergency response, including contract personnel. The academy is also responsible for expert training and research in international rescue operations.
    Degrees:

    • Qualification in Rescue Services
    • Emergency Response Centre Operator Qualification
    • Sub-officer Qualification
    • Bachelor’s Degree in Rescue Services
    • Additionally, continuing education, preparedness training, and international training.

    Location: Vantaa
    Mission: To train personnel in the field of criminal sanctions and to develop expertise in the sector.
    Degrees:

    • Criminal Sanctions Degree (Prison Officer)
      Additionally, continuing education for criminal sanctions personnel.
      In cooperation with Laurea University of Applied Sciences:
    • Bachelor of Social Services in Criminal Sanctions
    • Master’s Degree in Development and Leadership in Social and Criminal Sanctions Services

    Mission: To train new professionals in the customs sector and to develop the expertise of Customs personnel.
    Degrees:

    • Vocational Qualification in Customs, Customs Supervision Competence Area (apprenticeship training)
    • Vocational Qualification in Customs, Customs Services Competence Area (apprenticeship training)
