The Safety Investigation Authority, Finland (SIAF) is a government agency that functions in connection with the Ministry of Justice. The SIAF carries out its functions independently and impartially. The purpose of safety investigation is to learn from accidents and prevent future accidents and incidents from occurring – and ultimately contribute to safe living in Finland and a safe functioning of the society at large.
The functions, purpose and prerogatives are defined in the Safety Investigation Act. The task of the SIAF is to investigate accidents that have occurred in aviation, rail traffic, maritime traffic and social and healthcare or serious incidents or accidents which, due to death or injury, the extent of harm caused to the environment, property or assets, or the nature of the accident, are deemed particularly serious. The SIAF can also investigate exceptional events, in which case an investigative board is appointed by the government.
