Legal Register Centre

The Legal Register Centre is an expert bureau of the Ministry of Justice's administrative branch. The operations of the bureau have both national and global impacts. Our community consists of roughly 220 experts.

We are responsible for the development and maintaining of digital systems of judicial administration, as well as keeping of registers, data management and the enforcement of pecuniary penalties.

Our customers include citizens, the media and the various sectors of judicial administration, such as courts, the Prison and Probation Service of Finland and enforcement offices. Other important stakeholders include the police, Centres for Economic Development, Transport and the Environment and Regional State Administrative Agencies. We also cooperate with authorities from other EU countries in matters involving criminal records and enforcement.

Diverse competencies and flexible hybrid work

Our employees come from a variety of educational backgrounds. We employ engineers, lawyers, bachelors of business administration and other professionals who hold a master's degree. The most common job titles include IT designer and service specialist.

The job descriptions of our employees are varied. For example, our IT designers may have roles such as data system testing and quality manager, service organiser or product owner, and service specialists manage tasks such as citizen customer service and administrative roles. The Legal Register Centre invests in improvement of skills. The extensive range of hundreds of training courses available to our personnel makes such improvement possible.

Our office is located in the centre of Hämeenlinna. We have flexible working practices and many tasks are not tied to a specific location.

Agile digital partner to judicial administration

The Legal Register Centre develops, builds, acquires and maintains data systems needed by administrative branch offices. We manage systems such as the election information system, the smart prison system and the enforcement system.

The Legal Register Centre also manages projects related to data systems in cooperation with different sectors of judicial administration and other partners.

The usability, reliability and information security of our systems and services is particularly important to us. We implement information systems with the most commonly used technologies and methods in the industry.

Trusted information resource expert

As a controller, we produce and disclose register data to authorities, companies, organisations and private citizens. Our most accessed registers are the criminal records, register of fines, register of bankruptcies and restructurings and the register of debt adjustments.

The Legal Register Centre is responsible for various duties related to the enforcement of fines and other sanctions. We exercise the State's right of action in these matters and manage payment transactions related to enforcement. We have also been tasked with the payment of damages to parties who have suffered loss resulting from an offence.

The Legal Register Centre maintains registers used for research purposes and discloses information from our registers for research. We are responsible for information services related to the judicial administration's national information resource. We also produce and develop services such as data management plans, data architecture, statistics and reports for the administrative branch.
