The Development and Administrative Services Centre for the ELY Centres (KEHA Centre) is a specialised state agency that supports employment, integration, digitalisation, and knowledge-based leadership.

The KEHA Centre is a specialised state agency, and its services range from knowledge-based leadership and digitalisation to supporting employment and integration, developing competence as well as development and administrative services. Over 800 of our specialists work all around Finland, and together we produce effective solutions that support authorities, companies, and citizens in their everyday lives and through changes.

We are one of the largest digital actors in the public sector. We develop and produce digital services for our customers, including applications and tools. We also provide information management products and services.

We are responsible for the national information system services used by employment services such as Job Market Finland and the Tuutti service.

We support developing employment and integration. We monitor and evaluate the results of employment services and integration, while producing and refining data to utilise in management, guidance, and decision-making.

The KEHA Centre is responsible for the smooth running of official services and the support structures of operations

We issue statements on labour policy and provide advice on matters such as unemployment security, starting and developing business operations, and using online services.

We carry out tasks related to payment services, government aid, and pay security.

In addition to our own agency, we provide services related to personnel, financial and case management as well as premises and procurement for ELY Centres and the future Economic Development Centres.
